Typically this means you have sucked a bunch of air into the internal tank, from a vehicle that had a leak perhaps? Remove the front cover and locate the internal tank. Close the valve on the center hose connection, remove the hose and open the valve slowly and only partially. You should get a good rush of air (not refrigerant).

Try it for about 30 seconds then reset the unit. Repeat if required until unit resets.

Once reset the unit will purge its self to the correct pressure. No rush of air?, could be a bad high pressure switch, connections on the relay board or a wiring issue.
